Treaty 11 Flag

Description

Located in present day central Yukon, Northwest Territories and Nunavut, Treaty 11 was the final of the Numbered Treaties, negotiated and signed between 1921 and 1922. It involved the Crown, represented by Henry Anthony Conroy as the treaty commissioner, and several First Nations in the Northwest Territories. The treaty’s purpose was to formalize agreements regarding land use, resource sharing, and the establishment of reserves, while also enabling the Crown to assert sovereignty and facilitate resource extraction, particularly after the discovery of oil at Norman Wells in 1920.

For the First Nations, the treaty was seen as a means to secure their way of life amidst increasing colonial presence and to ensure access to resources necessary for survival. However, much like earlier treaties, Treaty 11 was marred by misunderstandings and differing interpretations of its terms. Many Indigenous signatories believed they were agreeing to share the land, not cede it entirely, while the Crown’s interpretation often emphasized cession.

The legacy of Treaty 11 remains significant today, as it has become a focal point for discussions on treaty rights, land claims, and Indigenous sovereignty in Canada.

The Treaty 11 flag was designed in 2021 to commemorate the 100th anniversary of the signing of Treaty 11. The flag was created in collaboration with Indigenous leaders and communities in the Northwest Territories to honor the treaty’s legacy and the relationship between the Crown and the First Nations involved.

It symbolizes the resilience and enduring connection of the Indigenous peoples to their lands and traditions, as well as the ongoing significance of the treaty in addressing issues of sovereignty, land rights, and self-determination. The design reflects both historical and cultural elements relevant to the peoples of the region.
